Some competencies,
especially key knowledge, skill and abilities, lend themselves well to
candidate questionnaires that may be used to screen in/out (similar to
minimum qualifications today) and rank candidates (similar to an E&T
rating today) and thereby will become an essential part of the candidate
funneling process.

Other competencies will
be best addressed by means such as performance exams, supplemental
questionnaires, telephone screens, assessment centers, behavioral based
interviews, reference checking, etc. and thereby will become an
essential part of the candidate assessment and selection process.
