Definition: Plans and coordinates the statewide delivery of program services to blind or visually-impaired individuals and their families. Provides consultative services to individuals, families and public and private entities involved in the development, education and independence of blind or visually-impaired individuals.

Typical Work

Plans, organizes and coordinates at least one statewide program or function in connection with integrated services for blind/visually-impaired children such as "Transition" and the "Pre-School" program functions;

Consults with regional offices relative to assigned program or function; meets with administrative and supervisory staff in interpretation and evaluation of performance standards;

Reviews and evaluates written program material, manuals, federal regulations and plan material, legislation and current literature in the field in order to assess the appropriateness of current policies and procedures;

Participates in the development and implementation of program plans, policies and operating procedures; participates in the establishment of standards, reviews performance, and recommends changes necessary to increase effectiveness and meet program needs;

Meets with state, regional and area administrators concerning operating problems;

Provides direct services to blind or visually-impaired children, their families and others involved in the education and/or development of such children;

Represents the department in meetings with representatives of community and citizen organizations, consumer groups and other state and local agencies;

May supervise and evaluate subordinate staff;

Performs other duties as required.

Knowledge and Abilities

Knowledge of: department programs, policies and applicable laws; principles and practices of program planning, coordination and administration; specific services to blind children programs, or specific functional concepts, policies and procedures.

Ability to: plan, organize and evaluate work; develop and maintain effective work relationships; speak and write effectively.

Minimum Qualifications

Four years of experience as a Region-wide Program Coordinator for the Blind/Visually Impaired.

A Master's degree in Education of Blind/Visually-Impaired Children.

A Master's degree in Rehabilitation Teaching AND two years of professional experience providing rehabilitation teaching services to blind/visually-impaired individuals.

A Master's degree in Early Childhood Development or in Orientation and Mobility AND two years of professional experience providing educational or consultative services to blind or visually-impaired children or families.

A Bachelor's degree in Education of Blind/Visually-Impaired Children AND two years of professional experience providing educational or consultative services to blind or visually-impaired children or families.

A Bachelor's degree in Early Childhood Development or in Orientation and Mobility AND four years of professional experience providing educational or consultative services to blind or visually-impaired children or families.

Additional qualifying professional experience as required above will substitute, year for year, for the required education.
