CONSTRUCTION PROJECT MANAGER
Definition: Coordinates, directs and reviews the development of designs and specifications by private design firms for the construction of state buildings; coordinates and directs the planning, scheduling, project and cost control of complex building construction projects.
Distinguishing Characteristics: This class is distinguished from professional engineers and architects in that no registration is required. These positions will not perform duties which require a professional license.
Typical Work
Performs wide range of Project Manager functions for a large number of complex building construction projects including defining the project parameter, organizing the project team, developing the project plan/schedule, establishing effective cost and project control and maintaining leadership and management control of the projects;
In a management capacity is responsible to concurrently coordinate and direct a number of design firms in the development of plans and specifications that will accomplish the objectives of a segment of the diversified state building program;
Performs construction administration duties for several concurrent projects; provides coordination and direction required to assure compliance with contractual requirements and conditions from bid phase through construction and warranty phases; responsible for initiation, negotiations and proper processing of all contract instruments in accordance with state statute;
Provides guidance to state agencies and the private sector in matters requiring compliance with state policy and statutes; performs contract document reviews and construction inspection to ensure conformance with contract documents;
Provides programming and planning expertise to assist state agency clients with development of proposed project design parameters and budget preparation; provides for O.F.M. technical and cost estimate reviews of state agency capital budget project requests to the Legislature;
Performs other work as required.
Knowledge and Abilities
Knowledge of: principles of project management for building construction; theory, principles and practices of engineering and architecture related to design and construction of buildings; fundamentals of electrical and structural engineering; effectiveness and energy conservation aspects of various air conditioning and heating systems, water and waste water systems, appurtenances to electrical systems, and hardware and other appurtenances adding to convenience, comfort, efficiency, safety and handicapped accessibility of complex buildings; conservation cost estimating, conservation techniques and practices; administrative procedures and systems relating to capital projects and supervisory principles and practices.
Ability to: use sound judgment on difficult engineering/architectural problems; understand and interpret written and oral directions, specifications and plans, deal tactfully and positively with engineers, architects and others in the private sector as well as state officials; complete projects on schedule, within appropriation amounts and in accordance with contract documents.
Minimum Qualifications
Additional qualifying experience may be substituted, year for year, for education.
Graduate education in one of the qualifying fields may be substituted, year for year, for a maximum of two years of the required experience.
